"Child labor and poverty are inevitably bound together and if
you continue to use the labor of children as the treatment for the social
disease of poverty, you will have both poverty and child labor to the end of
time." - Grace Abbott
HOME
In 1916, the Keating-Owen Act was passed by Congress to regulate child labour. It banned the sale of products from any factories, canneries, or shops that hired and employed children under 14 years old, from mines that employed children under 16 years old, and from facilities that had children work at the night or during the day for more than 8 hours.
Thesis
Before the Keating-Owen Act, children had to work in dangerous working conditions. The issuing of the Keating-Owen Act was a turning point in history because it helped eliminate the problems of child labor in the 1900s and create a better working atmosphere for children.
