Beginning to change
After Lewis Hine had started to get the public's awareness of the flaws of child labor, more and more people started to protest. They wanted the government to make a change. This led Albert J. Beveridge to propose the Keating-Owen Act of 1916. It used the government's ability to regulate interstate commerce.
